1) He was arrogant and believed he was king by divine right, therefore didn't need a Parliament. He was a Patron of arts and needed a large amount of money to sustain his lifestyle. He was haugty and thought nobody could tell him what to do.

2) Just like in the Magna Carta, the king was forced to accept the fact that:
- He couldn't impose taxes without the consent of the Parliament (great council)
- No free man could be arrested unless he had be judged guilty by trial

3) All towns, whether on the coast or not, should pay a tax called "ship money" so that the sovereign could build the ships for the Royal Navy, therefore for the defence of the whole country.

4) James I

Role of Parliament: He worked with small councils of ministers rather than with the parliament.
Money Policy: He summoned the Parliament only to ask for money, but its member refused to give any unless the money was needed for war.
Religious Problem: Religion was the most urgent problem of the reign: he had enemy between the catholics, and even Puritans didn't approve his policy of corruption.

Charles I

Role of Parliament: After a serious clash with the Parliament, he dissolved it and ruled without it for 11 years.
Money Policy: The Parliament denied him the money he needed. He imposed a new tax.
Religious Problems: Puritans, that were unhappy with the king's policy, were becoming more powerful in the Parliament.
